What he's said about China is more in line with his idea of "The Tragedy of Great Power Politics", which is that it's basically inevitable and that it would make more sense for the US to focus more on China as its primary rival than Russia. As far as I'm aware, he's approaching it in an analytical way from his realist perspective, not advocating for a specific policy.
