Yes. Its absolutely on the parents.

And yet you are baffled as to why I get defensive and upset when parents try to modify these kids behavior and end up killing them, putting them out on the street or subjecting them to severe abuse.

I do try to give you the benefit of the doubt but sometimes you are not a good person dude!
