Child porn offenses seem to be the cause of the bulk of the prisoner-years that are being served by pedophiles these days (Jared Fogle's sentence is a salient example), so reforms in that area could yield a lot of benefits. In the absence of political action being taken, theorizing just goes on forever, kind of like when generals argue about the suitability of a weapons system that has never been tested on the battlefield, or the best strategy if they were to attack a country that they've never been at war with.
