The quote has been taken out of context. It was not a public statement. Kissinger allegedly made the statement in a private telephone call to William F. Buckley. There is no verification beyond Buckley's personal disclosure. The context of the statement was relative to the Vietnam war. Kissinger's point was that word should be gotten to Nixon that if North Vietnam President Nguyen Van Thieu meets the same fate as South Vietnam President Ngo Dinh Diem, the word will go out to the nations of the world that it may be dangerous to be America's enemy, but to be America's friend is fatal. In other words, the context of Kissinger's statement was in regard to negotiations to end the war.
