This is how LEA can track down the IP address of Tor users. They monitor the users connecting to the Tor network (at the ISP level). And then they monitor sites where CP is being downloaded/uploaded. They monitor how much data is entering the Tor network, and match that to when illegal files are being downloaded/uploaded to figure out who is downloading/uploading such stuff. Using time-stamps.
