The only problem I see with this report is that--if true--the NSA (and other LEO?) wouldn't need anything else to be able to track, get evidence, and arrest "persons of interest". The only thing would be if the NSA did not want the public to know about this, and so does not include this information at trials of those arrested. So, I don't know... ... ... ... ... ...
