13 and 18 are the age of close peers. Most likely he is not a MAP, but just a heterosexual guy. It is possible that he truly exceeded his strength, although perhaps not enough to be a rapist. The article has little information and no "journalistic drama", probably because it is not old enough)

It doesn't appear that the two cases are related to each other. We can only guess why he wasn't invited to his birthday.
