So what does natural development mean, exactly?

Natural development is what happens in natural biological and physiological ways. By the end of the first year of life, a child is able to learn to walk due to natural biological reasons, just as puberty begins in a natural physiological way at the age of 10. In the first case, people accept it and help them learn, in the second they don’t want to accept it and inhibit learning..

I will ask you what I ask everyone else. do you draw a line anywhere? That is, is there any restriction on children that isnt bigotry or ageism.

12+ instead of 18+.
Anal and vaginal intercourse under 12 should be prohibited.

But Friendship, hugging, kissing, masturbation are harmless and should not be restricted, just as nudism is not restricted now.

Is it possible for something to be harmful even if done voluntarily?

It is, but usually, if a person doesn’t like something, is not pleasant and disgusts him, he simply does not want to continue it until some time.
