when a boy touches his genitals to pee or bathe, is he abuse himself ?

The boy has the right to record a blog, tell anyone that he is gay or transgender but he can't show his own penis by his own decision to anyone lol.

According to their logic, locker rooms in swimming pools should be banned and parents and pediatricians are forbidden to bathe and touch children.
