I could swear there have been plenty of movies that would depict a time period and country where boys should have been wearing shorter shorts but the clothing designers went ahead and made the shorts a little bit longer or even just put them in pants because of the stigma still going on. I would say from 1990s-present, it is hard to catch a historical movie of boys in short shorts (American movies especially). I think over the last few years there are some exceptions and that has started to ease up. For example we had the third season of Stranger Things where all the boys wore shorts that went well above their legs, and the IT remake close to the same time with one of them even being the same boy, Finn Wolfhard, who I had a bit of a crush on: https://7wallpapers.net/wp-content/uploads/Finn-Wolfhard-14.jpg I think Finn was quite cute in his own quirky way.
