What part of 'cops don't say they are cops' did you not get?
I have seen MANY voice changer software online anyone can use, some even have 'effects' (like cop station noises or train station noises or traffic noises or play park noises....

Are you sure it is your ROUTER that is shut down or perhaps you game console? Have you tried to connect via a different machine like a laptop?

Rebooting a router without a long wait (overnight) will not usually change your dynamic IP. Usually an overnight UNPLUG will though.
There are many nasty little bugs people (a-holes) can use to hit (disable) your router (or gaming console)
