Deep breaths... Relax.

Go home, unplug the power cord of the router OVERNIGHT at least...
It takes several hours for your ISP to reassign a new IP to your router.
Also check with a different device if the router is even off-line and NOT just your game console.

5 Minutes will do nothing to change a dynamic IP assigned form an ISP.

But please rest assured, the a-hole who is punking you is NOT any kind of cop.
Speak to anyone who has been arrested for any illegal internet activity and they will ALL say the same. Cops just do NOT give the game away like that pranksters and blackmailers do because that is all they have on you.
