I know that's his field of expertise, but I think that the good professor is attributing too much of the changes in law to such rational considerations and ignoring the effects of public opinion, the media and vote-hungry politicians.

He also seems to be mainly concerned with how much it all costs.

Of course I only have the brief book review to go on.
