I saw a documentary which stated that Dutch coffee shops were setting up close to the border of neighboring countries to take in drug tourism. Supposedly The Netherlands were working on a plan to stop the activity because of complaints from those countries. Maybe this was their solution.

However, what is the difference of US citizens crossing into Canada for Cuban goods (coffee and cigars usually) and lots of teens because of the lower drinking age; 19 compared to 21? Any Cuban goods are illegal in the US but not in Canada; in fact just after crossing you'll find stores with huge signs saying CUBAN CIGARS HERE.

Is there much of a difference? Nicotine and caffeine are drugs. Go figure.
