The Chinese government is closest to it.

Im surprised to hear you say that china is accountable, transparent and meritocratic. Not that I know a lot, but it is not my impression that they are accountable or transparent.

Electoral democracy is already not meritocratic or accountable,

I agree, but it was your take that socialist govts were, which I dont believe.
