Might have something to do with ripping money out of everything useful and wasting it for decades since WW2 on pointless military adventurism overseas. There might even be more money for effective policing at home if it weren't also being wasted overseas, for the benefit of military-industrial oligarchs in the USA. And allowing other oligarchs living in the USA to outsource all their labour to cheap slaves overseas, instead of maintaining social cohesion back home by valuing their US workers. I think if those wealthy business owners base most of their wealth-generation overseas then they should be made to renounce their citizenship and all the benefits associated with that.
