Capital has many aspects. It exists in societies where tools are needed to produce products. And the owner of those tools are exploiting the labor to get richer. This is an enrichment process and Marx wrote about that.

There is the financial risk, having the tools and labor does not guarantee that one gets richer.

And there is the creative and organizational work. The financial risk depends on this. Solve all problems and cash is flowing. Unfortunately, this creative part is often ignored, especially by politicians.
