It should be easy to Google those new laws, and see if what that vid says is true is, in fact, true.

But it sounds highly likely to me.

I guess the U.S. won't be making Canada the 51st state anytime soon. Maybe the U.S. will invade Canada, instead. Just imagine the international uproar if THAT happened!
