President Macron doesn't like to have anyone around him who could be a challenger, which likely explains why he chose him as Prime Minister. A smart choice if he wants, as many of his supporters suggest, to break the constitutional rules and get a third presidential mandate. Or alternatively make this weak Prime Minister his Medvedev.
