The elite feed the monster when it is hungry -- when it is to their advantage -- and starve it when it moves in directions they don't consider favorable to their personal/political interests.

But they are ALWAYS in control, because they have the public by the balls.

They control almost all of the flow of information available to Joe Blow, bloggers be damned...
