Here's the pattern

Many of the abstain/against voting countries are loaded with corrupt politicians who are easily bribed or otherwise think they will go lockstep with the governments they fear the most, or are in fact already as autocratic and despotic as Russia and China and find some succour from other despots like themselves. I think some of them would be what former US President Trump might call 'shitholes'.
