It's an anti-alcohol ad. In French, people say "Santé!" (lit. Health) when they share a drink. That's why emojis with alcohol are displayed when one types "santé" on their phone. They say it's as absurd as choosing a middle finger emoji for that purpose. The implicit message is that alcohol fucks up your health, and shouldn't get celebrated the way it is in our societies.

I'll drink to that...
