thailand has good hospitals and doctors at much cheaper rates.

I have only once been refused treatment.

but there is even more you can do. If that neurology department and that doctor or both receives federal funding they might be subject to certain laws that require them to treat you. So you may have a legal case against them.

see if there is a free legal clinic accessible to you and ask them.

It would also be good if you posted the name of the doctor and the institution.
