It is now law in many countries that ISP has to store information over many months, which ip-address was assigned to which line. And police goes to the provider and request that information. In some countries, it is as easy as a database lookup - so far have the surveillance laws come.

And the darknet tries to circumvent that - the IP address will be that of an exit node. Moreover, content can be offered on the darknet with just an onion address.
