Norwegian politicians have pushed the witch hunt against pedophiles for a long time. This witch hunt has been abused for surveillance. The guy who broke the DVD lock was Norwegian. PirateBay is Swedish, but was also prosecuted. There were several music sharing networks, which were damaging the profits of the music industry. Laws against sharing were not popular, hence the intense witch hunt which makes internet surveillance possible.

The result of that multi-million effort by Kripos was the arrest of 2 men in Norway, and also 3 kids (probably unrelated) were taken into custody. And again, Norway gave information to other countries. (according to a different news source)

In similar actions, Norway prevents child abuse in East Asia, while police in Norway shuts down investigations due to lack of resources. Chasing pedophiles on the dark net is an office job, much better than to deal with crimes in certain areas, where one might end up at the hospital.
