Maybe if they got the same treatment they gave to the Japanese in Hiroshima and Nagasaki, they would learn their lesson. I'm not sure which 2 American cities would be best to be nuked though, you have to figure out which ones have the worst people. My suggestions would probably be DC and Miami.
