Individual guilt becomes meaningless at large scale. After WW II, many innocent Germans had to leave their homes behind and move to the reduced Germany. Many innocent Germans had to pay reparations.

Gaza had 2 weeks in which they could have given Israel the men who were behind this massacre. And they could have returned the hostages. But they did let it happen. Their responsibility was to ensure that Gaza lives in peace with Israel, that Israel does not get attacked from the Gaza land. That was their job. Now, Israel is doing it.
