There is a fair chance of it being repealed, though, because there will be elections this year and the people are willing to not reelect anybody if the law is not repealed. They approved this law thinking it would buy them votes, because electoral years are populist years, they do everything in their power to please the people. This law only passed, because of a viral video, which made censoring the Internet appear to be a popular idea. Some politicians who voted in favor of the law are now pretending they did not in hopes of ensuring reelection. But, for sure, it seems to be over for president Lula, because a lot of people are blaming this solely on him, forgetting that the law was idealized and approved in congress. It is a shame, because people must remember that, in a democracy, the president does not govern things alone. He is to blame, but so is majority of the congress. Only one or the 30+ parties voted against the law. So those who voted in favor of it can not now pretend they did not, we know who did it... Or, at least, I want to believe that the people know. Most people here, in reality, do not watch the congress and do not know what it does.
