And actually, cp laws are thought crime laws. Kids don't have to be doing anything and in some jurisdictions they can even be clothed, depending on both how they're posed and what they believe you're feeling or thinking when you look at it. If you have it for the purpose of arousal.... A**s far as looking at children in the wild, you could be charged with menacing a child, or in California "child annoyance."
