Possible solution.

The NCA should enlist all of Britain's "worst" pedophiles to identify and round up the most sexually irresistible children in the country.

Then they should execute the children. For their own safeguarding.

We will never know who all the pedophiles are, but a few pedophiles certainly know where all the most sexually appealing children are, as they have radar.
