It's because puberty is resource costly. If the body lacks the resources, it either slows or stops such processes. This is also why anorexic girls can have a slower puberty, and also why they can start having irregular periods.

That particular response actually helps the argument, because it's noting poverty specifically, which would've been more historically prone to malnourishment.
