Secret message in Batman?

I was reading old Batman comics and came across a comic that shows Commissioner Gordon giving Batman a box with "Pedophile" written on it. The storyline had nothing to do with pedophilies. It's so bizarre.

It's on page three in The Brave and the Bold #197 from 1983. I wonder if it was some kinda shout out.
