It's all about control, isn't it?

If they can control the sex life of other people, thus taming one of the most powerful instinct in men, it means they can almost control any other aspect of their lives as well. Sex control may be a proxy for probing the possibility of a totalitarian control of society, without truly exerting it. This way people can still pretend to be free, and are less likely prone to revolt, while people in power feel safe that their position isn't likely to be threatened by angry men of a lesser social status.

Sex policy is some form of hubris I believe, a particularly perverted one but certainly pretty enjoyable for people who seek power and dominance.
