It's meant to be a deterrent.

The idea is it's so awful that it's the absolute last place any reasonable sane man would ever want to end upk so conduct oneself accordingly.

For those who don't, being sent there is just punishment for their crimes, and justic4 for law-abiding society.

As Bruce Hornsby, Tupac Shakur, and Walter Cronkite all so eloquently observed, that's just the way it is.....
