If you weren't so blinded by your frenzied, one-man crusade against the author of this article, you would have immediately seen that "no stance on legal reform" refers explicitly to consent laws. So much is specified in the previous sentence.

Taking no stance on consent laws (among many other legal reforms) is the very definition of caution.

Again, you are advised to take a deep breath, take a step back and stop embarrassing yourself here. It's getting repetitive, and I know many users who now routinely avoid reading your posts.
