If they really wanted to prevent CSA, they would start closing schools and churches, wouldn't they? As most of the real abuse comes from illegitimate exercise of authority, cruel ethics, poor empathy, repressed frustrations and deviant social skills, which are all the ordinary outcome of attending schools and churches. Pedophiles are the perfect "enemy from the inside". They are everywhere, even among close relatives, thus justifying that nobody should trust anyone. If no friends or relatives can be trusted, no meaningful resistance to the State can take place. But I wouldn't rely on the perspective of a collapse. It typically takes way longer than expected, and is generally only abrupt from a distant historical perspective. May I remind you that the famous "collapse" of the Roman Empire took over a thousand year?
