Facts: Dubai has criminalized sex with under-18-year-olds, probably as a reaction to bad publicity about Mohamed's wife Aisha having been around 10 years old when the marriage was consummated, and Western scandal about Moslem "pedophilia".
Wikipedia--How old was the prophet Muhammad's wife?
The majority of traditional sources state that Aisha was betrothed to Muhammad at the age of six or seven, but she stayed in her parents' home until the age of nine, or ten according to Ibn Hisham, when the marriage was consummated with Muhammad, then 53, in Medina.

The boy, black, and the girl (presumably white?) each on vacation with their respective families, the boy and girl have a tryst, the boy tells his family but the girl doesn't. The girl's mother finds out from e-mails/text messages on the girl's phone about the tryst and makes a complaint which Dubai police then act upon (probably reluctantly).

OTHER SEX LAWS:
Dubai has (on the books) draconian homosexuality/sodomy laws, but they appear to be very rarely enforced.

Shariah law specifies the death penalty (apparently not applied in recent history).

I wonder if the boy had called the girls mother and threatened to say the girl had accepted money and given the boy a blow-job (VERY serious offenses) whether the mother would then have withdrawn her complaint. Anyway, all-in-all, a tempest in a teapot...
