Especially Norway is know for its prisons. For long term prisoners nearing their release, there is Bastøy island (often featured) where prisoners live in conditions similar to the ones after release. They refresh their memory of how to live in society. Norway values rehabilitation high: prisoners should become regular members of society again. This is why a prison sentence is not public.

When prisons become "for profit", they have to make like 7% profit each year. Hence there is an incentive to cut costs and to make life in prison miserable. Hence, one needs an oversight institution that also costs money. That one is necessary to ensure rehabilitation and that prisoners are not offending again. But "prisons for profit" like repeated offenders, because that increases demand for prisons.

Prisons-for-profit is a terrible idea.
