I think the figures probably include cases that would normally fly under the radar (self-reports include "incidents") while more obvious cases of adult-child sex (both consensual and nonconsensual) and probably the minority.

I think plenty of normies would also be able and willing to step in if they didn't have to be worried about being seen as a pedophile. Those people probably outnumber BLs by a large margin.
