If the article that was linked was even the tiniest bit rational, I would agree that this indeed needs scrutiny and an independent evaluation from a team of professionals. You present a good counter argument that all is not as it appears to be however you are just as guilty of making decisions without having the expertise to make them, as the mother would be if she has indeed done what you are trying to say.... I am also not entirely sure that it is at all possible to convince someone who is cis gender that they are transgender. They would always know at some level that this is not who they are.... The question is if there is enough secondary gain in the world to get someone to do this? I think maybe there is but it would take a lot more factors then you are presenting.
