An otherwise opportunistic use of so called morality, to use this very real human trait as a way of prosecution for profit? (and all the experts that can charge billable hours).

I see no way that this culture ever allows boys under 18yo to be the sexual beings they are, because it will diminish the way experts make money. Period.

Persecution, and always having a sub-class for the "virtuous moralist" to prey upon is so important, given how erotic desire is bountiful in boys under 18yo, the establishment is guaranteed that their "services", and expertise will be boundless and "bad people" plentiful for harvesting and deemed the deplorable.

It's always been my contention that this is an "economic quagmire", not really a moral one, even though it's presented that way.
