I have heard the suggestion that it is short for 'nonsense merchant' - i.e., a worthless or silly person (East Midlands origin??).

Wiktionary actually suggests that there is a link with the sense of informant/snitch -- so if the word does have a prison origin, it might derive from generic contempt toward certain kinds of prisoners (namely child sex offenders and those who 'trade in nonsense', i.e., police informants).

But all I can offer is speculation, and sadly most of the people who might be able to provide real insight into the origins of the word are no longer with us.
