First thing the TOR developers should do...

That would at least give the Lawn Enfornsmend Orbanigatons a big headache.

Of course, some TOR developers may really BELIEVE in "saving the children" so they may be unwilling to do what is necessary. When those charged with protecting "freedom of speech" decide that censorship of certain kinds of speech is the correct thing to do, then all is lost, isn't it?. TL;DR We're fucked...
