Surgery is not. I don't think any medical facilities or personnel would be willing to perform the surgery on a minor, and not even on an adult without psychiatric consultation and several years of transitioning.

Puberty itself is also not reversible, so delaying it should be an option, and without significant risk or harm compared to the potential benefits.
