2 of the victims came forward...

I am sure there were a lot more boys placed in those homes. I remember reading a review about "the man they called monster" - about that australien guy with notes about more than 2000 boys. And they didn't found a single one who would come forward as a victim.

Moreover, i don't think it could have gone on for over 30 years, if they results were less than impressive.
