Most of us are a bit sceptical about the ability of the state to do this

I've seen little skepticism of the state and state power, when it comes to serving feminist and some religious dogma. With regard to boys, circumcision is a possible partial exception.

Does not an argument, of the same form you presented, apply to circumcision of girls, not to mention the stronger case of marriage between girls and men?
