Does pixellating make illegal photos legal???

This is a serious question.

It should, in MY opinion, but what about the forensic computer programs the cops use that scan drives for child porn using hash codes. Would it get a "hit" for such an image? What if the faces of the minors were NOT pixellated but the sexually explicit parts of the image WERE pixellated? Would the minor still be subject to "voodoo molestation" if someone gazed at the image? Hence, would that minor be able to collect monetary damages from the possessor under the USA's statutes?
