Does pixellating make illegal photos legal???

This is a serious question. It should, in MY opinion, but what about the forensic computer programs the cops use that scan drives for child porn using hash codes. Would it get a "hit" for such an image? What if the faces of the minors were NOT pixellated but the sexually explicit parts of the image WERE pixellated?
