I have not followed the story closely, but if the accuser is generally sounding as crazy as he is here (re: mole removal to foil the accusation) then the Mayor could take the position that this guy is troubled and decide not to pile on by suing him, especially if the guy has no money anyway. Politically it might hurt him if he looks like he is bullying the guy by going after him if he is a bit ... off.
