Actually it is the parents consuming the drugs that is doing the harm. Same argument goes for drugs as for guns...
Guns don't kill. People kill.
Drugs don't addict people chose to use drugs and become addicts.

It is neither here nor there who's fault addiction is... but... it is clearly the fault of the parents who allow themselves to become addicted and thus harm/abandon their kids. They should be held full accountable.
