..probably personnel too. When I tried to convince the AG in Texas to go ahead with cyberstalking charges against 'Perverted Justice' it never went anywhere. I don't think I was writing anything unreasonable at the time and laid out a case and even gave them the info they'd need to proceed - pointed to appropriate legislation, gave them IP addresses etc.

And then one of their own guys got tangled up in the PJ sting of course, and everything changed.
